What Causes This?

A frozen or broken Windows 11 taskbar usually happens when the Windows shell stops responding. The most common cause is a problem with Windows Explorer, which controls the taskbar, Start menu, and desktop. It can also be triggered by corrupted system files, bad startup apps, failed Windows updates, or too many background processes slowing the shell down.

Common Symptoms

  • The taskbar does not respond when you click it
  • The Start menu, Search, or pinned apps will not open
  • Taskbar icons are missing, blank, or flickering
  • Right-clicking the taskbar does nothing
  • The taskbar is stuck loading or disappears completely

How to Fix It Manually

  1. Restart Windows Explorer

    • Open Task Manager with Ctrl + Shift + Esc
    • If Task Manager opens in compact view, click More details
    • Under the Processes tab, find Windows Explorer
    • Right-click it and choose Restart
    • Wait a few seconds to see if the taskbar comes back
  2. Restart your PC

    • If the taskbar is partly working, press Ctrl + Alt + Delete and click the power icon in the bottom-right corner, then choose Restart
    • If the taskbar is completely frozen, use Alt + F4 on the desktop to open the shutdown menu, then select Restart
    • A reboot often clears temporary shell glitches
  3. Run system file repairs

    • Press Windows + S, type cmd
    • Right-click Command Prompt and choose Run as administrator
    • Run this command:
      sfc /scannow
    • When it finishes, run:
      DISM /Online /Cleanup-Image /RestoreHealth
    • Restart your PC after both scans complete
  4. Check for a bad startup app or background process

    • Open Task Manager with Ctrl + Shift + Esc
    • Go to the Startup apps tab
    • Disable recently installed or unnecessary startup apps by right-clicking them and choosing Disable
    • Restart your PC and test the taskbar again
    • If the problem started after installing a utility that modifies the taskbar, uninstall it from Settings > Apps > Installed apps
  5. Install pending Windows updates

    • Open Settings with Windows + I
    • Go to Windows Update
    • Click Check for updates
    • Install all available updates, including optional quality updates if the issue started recently
    • Restart when prompted
  6. Re-register built-in Windows shell components

    • Open Task Manager with Ctrl + Shift + Esc
    • Click File > Run new task
    • Type powershell, check Create this task with administrative privileges, and click OK
    • Run this command:
      Get-AppxPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
    • Let it finish, then restart your PC
  7. Create a new user account to test profile corruption

    • Open Settings > Accounts > Family & other users
    • Under Other users, click Add account
    • Create a new local account and sign into it
    • If the taskbar works normally there, your original Windows profile may be corrupted
