What Causes This?

Steam downloads can slow down or get stuck at 0 bytes when the client is waiting on disk writes, the download cache is corrupted, or your selected download region is overloaded. It can also happen if another app is using your bandwidth, your DNS or network settings are unstable, or Windows background services are slowing disk or network performance. In some cases, antivirus scanning and low free storage space can also interrupt Steam’s download process.

Common Symptoms

  • Steam shows a download speed of 0 bytes/s for long periods
  • Game downloads start normally, then suddenly stop or crawl
  • Steam says it is “downloading” but disk usage is high and progress barely moves
  • Downloads only work after pausing and resuming repeatedly
  • Other apps or websites feel unusually slow while Steam is open

How to Fix It Manually

  1. Check whether Steam is actually writing files to disk

    • Open Steam and go to the Downloads page.
    • Look at both Network and Disk Usage.
    • If network speed is 0 but disk usage is active, Steam may be unpacking or writing files rather than downloading. Wait a few minutes before changing settings.
  2. Clear Steam’s download cache

    • In Steam, click Steam > Settings.
    • Open Downloads.
    • Click Clear Download Cache.
    • Confirm, then sign back into Steam.
    • Try the download again. This fixes many cases where Steam gets stuck because of corrupted temporary download data.
  3. Change your Steam download region

    • In Steam > Settings > Downloads, find Download Region.
    • Pick a nearby region first. If that region is already selected, choose another one in your country or a neighboring area.
    • Click OK and restart Steam.
    • A busy or unstable content server can cause very slow speeds or repeated 0-byte stalls.
  4. Close apps that are using bandwidth or disk resources

    • Press Ctrl + Shift + Esc to open Task Manager.
    • On the Processes tab, check for browsers, cloud sync apps, game launchers, or Windows Update using high Network or Disk.
    • Close anything non-essential.
    • If disk usage is constantly high, Steam may struggle to write downloaded files fast enough.
  5. Restart your network and disable VPN or proxy connections

    • Fully close Steam.
    • Restart your router and modem, then wait until the connection is stable.
    • If you use a VPN or proxy, disconnect it temporarily.
    • Reopen Steam and test the download again.
    • VPNs and unstable routing often cause Steam downloads to stall or bounce between normal speed and 0 bytes.
  6. Flush DNS and reset the network stack

    • Click Start, type cmd.
    • Right-click Command Prompt and choose Run as administrator.
    • Run these commands one at a time:
      1. ipconfig /flushdns
      2. netsh winsock reset
      3. netsh int ip reset
    • Restart your PC after running them.
    • This can fix broken DNS resolution and Windows network issues that interfere with Steam.
  7. Check storage space and Steam library drive health

    • Open File Explorer and check that the drive where Steam installs games has plenty of free space.
    • If the drive is nearly full, free up space and retry.
    • If downloads are on an older HDD, slow write speeds can make Steam appear stuck at 0 bytes while it waits on the disk.
    • If needed, move the install to a faster SSD in Steam > Settings > Storage.
