Steam can use high CPU while idle when one of its background components gets stuck or becomes overly active. Common causes include the Steam WebHelper process rendering store or library pages in the background, corrupted cache files, game or workshop downloads checking repeatedly, overlay features, and hardware acceleration issues. In some cases, Windows startup settings or third-party software can also keep Steam busy even when you are not actively using it.

- Steam shows unusually high CPU usage in Task Manager even when no game is running
- The
steamwebhelper.exeprocess uses a lot of CPU in the background - Fans spin up or laptop battery drains faster while Steam is open
- Windows feels sluggish until Steam is closed or restarted
- CPU usage drops immediately after ending Steam processes
How to Fix It Manually

Confirm Steam is the problem in Task Manager
- Press Ctrl + Shift + Esc to open Task Manager.
- Click More details if Task Manager opens in compact view.
- On the Processes tab, look for Steam, Steam Client WebHelper, or
steamwebhelper.exe. - Check whether CPU usage stays high for more than a minute while Steam is idle.

Fully restart Steam
- In Task Manager, right-click Steam and choose End task.
- End any remaining Steam Client WebHelper processes too.
- Reopen Steam from the Start menu.
- If CPU usage returns to normal, the issue was likely a stuck background process.

Clear Steam’s web browser cache
- Open Steam.
- Click Steam in the top-left corner, then select Settings.
- Go to In Game or Web Browser depending on your Steam version.
- Find the option to Delete Web Browser Data or clear cached browser files.
- Restart Steam and check CPU usage again.
- This helps when Steam’s embedded browser is constantly reloading or rendering content.

Disable hardware acceleration in Steam
- In Steam, open Settings.
